All qualified bidders are invited to submit a Bid under sealed envelope to The Utilities Board of the City of Oneonta, Alabama for construction of proposed water line upgrades, including approximately 2,600 +/- L.F. of 8” D.I. water line, valves, road crossings, service transfers, connections to existing system and all necessary appurtenances on Blount County Highway 57, Oneonta, Alabama 35121. Owner will receive Bids at the Board Office, located at 1607 2nd  Avenue E, Oneonta, Alabama, 35121, until 10:00 A.M. local standard time on the 6^th day of March, 2026 at which time and place the Bids will be publicly opened and read aloud.  Bids not received by the indicated time will not be opened.

Work of the Project includes replacing deteriorated and hazardous lead-jointed water mains and
installing new PVC waterlines to improve water quality, system reliability, and operational efficiency.
The project involves capping and abandoning the existing 2-inch and 6-inch lead-jointed distribution
mains in the downtown area and installing 2-inch and 6-inch PVC waterlines parallel to the abandoned
waterlines, including reconnection to the existing system, and restoring all disturbed areas through
proper backfill and surface repair. Additional improvements include installing 6-inch SDR21 PVC
waterlines in the northeast service area to increase system connectivity and looping, as well as
constructing a new 6-inch PVC waterline connection near the nursing home in the northwest portion of
the City’s water service area. The work of the project also includes the installation of new gate valves,
insertion valves, tapping valves and sleeves, and other appurtenances as seen in the project plans
and specifications. These improvements are to enhance flow connectivity and operational resiliency
within the City of Reform’s water distribution system.

West Morgan East Lawrence Water & Sewer Authority is bidding this job for the installation of approximately 4,300 L.F. of 8” CL. 200 PVC water lines; D.I. fittings, valves, and valve markers; 1,600 L.F. of 8” CL. 200 PVC water lines; D.I. fittings, valves, and valve markers; and all necessary appurtenances in the downtown area of Courtland, Alabama, 35618.

This project is subject to all Build America, Buy America (BABA) Act Requirements.

Piping, fittings, valves, valve boxes, lids, witness posts, locator pads, and fire hydrant assemblies will be provided by the owner.

Work of the Project includes the installation and replacement of water distribution infrastructure to
improve system reliability and service in the City of Reform, Alabama. The work under this Contract includes the Base Bid and Two Additive Bids as detailed Below:

1. Base Bid – 6th Street NW
   • The Base Bid scope includes approximately 3,500 linear feet of 8-inch PVC SDR 21 water
     main and 97 linear feet of 8-inch ductile iron water main (DI CL 350), including installation of
     a gate valve and valve box, air release and fire hydrant assemblies, and connection to the
     existing 6-inch water main using a tapping sleeve, valve, and reducer. Additional work
     includes erosion control, seeding and mulching, and asphalt pavement patching.
2. Additive Bid #1 – 9th Avenue NW
   • Additive Bid #1 involves the installation of approximately 1,386 linear feet of 4-inch PVC SDR
     21 water main, including a 4-inch flush hydrant assembly, a fire hydrant assembly, an air
     release assembly, and eleven (11) water service connection taps. The alternate also includes
     connecting to an existing 6-inch water main, capping an existing 4-inch water main, erosion
     control, and site restoration through seeding and mulching.
3. Additive Bid #2 – 7th Avenue SW
   • Additive Bid #2 includes various service line taps and connections involving both 3/4-inch
     and 2-inch lines. Work includes tapping existing mains, installing new service lines and water
     meters with vaults, relocating a water meter, capping and abandoning existing lines, and
     providing traffic control, erosion control, and seeding and mulching for site restoration.
